HCC SAFETY POLICY STATEMENT


The safety and health of each employee and student of the Honolulu Community College is of primary importance. Therefore, we will maintain a safety and health program conforming to the most appropriate practices of the Vocational Education Institute.

Honolulu Community College has every desire to provide a safe work and educational environment and will make every reasonable effort to eliminate and/or control all accidents, fires, health, and occupational hazards to its employees and students. To accomplish this, HCC will provide reasonable safeguards necessary to one's personal protection, first-aid, and other medical service.

Employees and students are expected to follow safe procedures and take an active part in protecting themselves and their colleagues. Available safety equipment will be properly used and will not be destroyed or abused. Safety and Health Rules shall be followed at all times.

Instructors and lecturers will be accountable for the safety of the students under their supervision and will be expected to conduct operations in a safe manner at all times. They will give leadership and direction to the education and training of their students in the safety and health requirements of HCC.

Responsibilities: Administrators

  1. Set objectives and policy

  2. Support division chairpersons and instructors in their requests for necessary information, facilities, tools and equipment to conduct an effective shop, laboratory, and classroom safety program.

  3. Delegate authority for hazard control to appropriate personnel.

  4. Ensure that safety and health information is included as an integral part of instructional curricula, methods, materials and operations.

  5. Ensure that effective fire prevention and protection control exist.

  6. Guarantee a system where hazard control is considered an important part of equipment purchase and process design, preventive maintenance, and shop lay-out and design.

  7. Require a continuous monitoring program to detect the causes of occupational illness in order to provide effective control measures.

  8. Provide meaningful criteria to measure the success of safety and health program.

  9. Recognize that the College's maximum efficiency and effectiveness cannot be achieved without complying with the State occupational safety and health regulations.

Responsibilities: Division Chairpersons

  1. Ensure that materials, tools, equipment, and machines distributed to the shops under their jurisdiction are hazard free or that adequate control has been provided.

  2. Make certain that equipment, tools, and machinery are being used as designed and are properly maintained.

  3. Keep abreast of accident and injury trends occurring in their shops and take proper corrective actions to minimize/eliminate accidents/injuries.

  4. Ensure that all hazard control rules, regulations, and procedures are enforced in the division that they supervise.

  5. Require that a shop/lab operation Hazard Analysis be conducted to each operation.

  6. Require that hazard recognition and control information be included in each instructional module and demonstration session.

  7. Actively support HCC Safety Policy & Health and Safety Committee and follow up on its recommendations.

Responsibilities: Safety Liaisons

  1. Coordinate all safety and health activities in their Programs.

  2. Keep direct and regular communication with the Health and Safety Coordinator/Health and Safety Committee on health and safety issues. Each Division shall select one safety liaison to be its representative for the Health and Safety Committee. The Division's safety liaison representative will attend the Health and Safety Committee meetings.

  3. Act as a liaison person between their Program's members and the Health and Safety Coordinator/Health and Safety Committee.

  4. Make certain that the safety and health rules are followed by students, faculty members, and staff at all times.

  5. Investigate and keep record of all near-misses, accidents, injuries and illnesses happened in their programs.

  6. Follow up and document the corrections of hazardous conditions and behaviors.

  7. Each program shall have at least one designated safety liaison.

Responsibilities: Instructors

  1. Train and educate students in work methods and techniques which are free from recognized hazards.

  2. Require the shop/lab students to pass a written safety test before operating machinery or equipment or being exposed to the shop/lab hazards. The record of students' safety and health training shall be kept by the instructors for 5 years or as long as the students remain with HCC.

  3. Demonstrate an active interest in and comply with school safety and health policy and regulations.

  4. Supervise and evaluate student performance with consideration given to safe behavior and work methods.

  5. Inspect and monitor the shop/lab on a daily basis for human, situational, and environmental factors that can cause accidents, injuries, and illnesses.

  6. Make sure that tools, equipment, and machinery are ordered and purchased with adequate consideration for student health and safety and with adequate protective devices.

  7. Obtain adequate information on the health hazards associated with substances and materials used in the shop operations.

  8. Keep machinery, tools, and equipment in safe working conditions. Unsafe or malfunctioning equipment shall be tagged out and shall not allowed to be used.

  9. Correct hazards detected in their monitoring or report such hazards to the Division Chairpersons.

  10. Investigate all accidents occurring within their shops/labs to determine cause.

Responsibilities: Health and Safety Coordinator/Committee

  1. Assist instructors on facility survey/inspection for safety and health hazards.

  2. Advise administration of safety and health hazards found and offer recommendations for their correction.

  3. Evaluate shop/lab health and safety rules/programs.

  4. Be familiar with the shop/lab safety and health practices and the safety information contained in materials and curricula.

  5. Assist instructors on the selection of appropriate safety devices, personal protective equipment and emergency response materials.

  6. Provide administrators, instructors and staff with information on how to comply with the Hawaii Occupational Safety and Health (HIOSH) Standards.

  7. Review accident/injury records, identify problem areas, and develop effective control methods to reduce/eliminate accidents/injuries.

  8. Review the College Safety and Health Program on an annual basis to ensure that the Program is effective and in compliance with the current Hawaii Occupational Safety and Health Standards.

  9. Provide adequate training to administrators, faculty, and staff on relevant safety issues.

Responsibilities: Students

  1. Obey school safety and health rules and regulations and work according to standard shop practices.

  2. Recognize and report to the instructor hazardous conditions or work practices in the shop.

  3. Use protective equipment, tools, and machinery as they were assigned.

  4. Report all injuries or exposure to toxic material to the instructor as soon as possible.

Responsibilities: Maintenance Personnel

  1. Perform construction and installation work in conformance with good engineering practices.

  2. Comply with safety and health standards.

  3. Provide planned preventive maintenance on electrical systems, non-shop/lab machinery and equipment, etc., to prevent abnormal deterioration, loss of service, or safety and health hazards.

  4. Support and keep a regular communication with the Health and Safety Committee.

General Safety and Health Rules

Honolulu Community College

The following Safety and Health Rules are applied to all faculty members, staff, administrators, students, and visitors.

  1. Each division shall have at least one representative in HCC Health and Safety Committee. The membership term is one year.

  2. Instructors shall set a good example in promoting occupational health and safety by following all safety rules.

  3. All students involved in activities that pose potential exposures to chemical, physical and/or biological hazards in the classroom, laboratory, or shop must be trained on the hazards and safe practices. All formal health and safety training must be documented. Besides signing an acknowledgement of safety rules, students must pass a written test covering general and specific safety rules. The training documents shall be kept for at least five years or as long as the students remain with HCC.

  4. Health and safety rules will be strictly enforced by the instructor. Students who violate the rules will not be allowed to attend or continue the class until such actions are corrected. Repeated violation of safety rules may result in disqualifying students from taking an an exam to receive credit for the class.

  5. General safety rules which apply at all times in the classrooms, shops, and laboratories should be posted.

  6. Specific safety procedures for specific equipment, tools, and machinery shall be posted at the locations of activities. The requirement to use personal protective equipment, for example, safety glasses, gloves, ear plugs, must be posted at the locations as well.

  7. A thorough health and safety inspection of the facility during the presence of students will be conducted by the instructor on a weekly basis. A copy of the inspection report will be sent to the College's Health and Safety Committee/Coordinator. Hazardous conditions, unless it poses an imminent danger, shall be abated within two weeks. Conditions posing imminent threats and unsafe behaviors shall be corrected immediately.

  8. An adequate first aid kit shall be maintained in each designated location. Instructors are not allowed to distribute topical ointment or internally-taken medicine, including pain killers such as aspirin or acetaminophen. Students required such medicines should be referred to HCC Student Health Office.

  9. All equipment, tools, and machinery must be kept in good operating condition. The instructor must ensure that periodic inspection and preventive maintenance are conducted and that the equipment operates to manufacturer's specifications.

  10. All accidents, whether with or without an injury, must be reported to the College nurse. The instructor must investigate each accident to identify the cause and corrective actions necessary to prevent similar accidents from reoccurring.

  11. Instructors should be aware of the fire safety procedures and communicate the procedures to the students in the classroom.

Safety Training for the Administration, Instructors, Lecturers and, Staff

Under the Hawaii Occupational Safety and Health (HIOSH) standard 12-61-2, employers must train employees "in the recognition and avoidance of unsafe conditions and the regulations applicable to the work environment to control or eliminate any hazards or other exposure to illness or injury."
