| Accident or Injury During Normal Working Hours |
In the event of an accident or injury occuring between 7:45 a.m. and 4:30 p.m.
Monday - Friday, these procedures should be followed:
- Call 911 for ambulance (9-911 on campus telephone). Give essential
information:
- Location -- building and room number, road to enter campus
- Type of emergency and victim's condition
- Your name and phone number
- Call extension 282 to notify the Health Nurse. If you reach voice mail, press
"00" to page the nurse.
- Call extension 142.
- To notify others that an ambulance has been summoned.
- To have Campus Security escort the ambulance to the location.
- To request other assistance.

| Accident or Injury During Evening |
If an accident or injury occurs after 4:30 p.m. during evening clases hours, these
procedures should be followed:
- Call 911 for an ambulance (9-911 on campus telephone). Give essential
information:
- Location -- building and room number, road to enter campus.
- Type of emergency and victim's condition.
- Your name and phone number.
- Call extension 245.
- To notify others that an ambulance has been summoned.
- To have Campus Security escort the ambulance to the location.
- To request other assistance.

| Bomb Threat |
In the event of a bomb threat, these procedures should be followed:
- Keep the caller on the line as long as possible. Ask the caller to repeat the
message. If possible, record every word spoken by the person making the call.
- If the caller does not indicate the location of the bomb or the
time of possible detonation, ask the caller to provide this information.
- Inform the caller that the building is occupied and the detonation of a bomb
would result in death or serious injury to many innocent people.
- Pay particular attention for any strange or peculiar background
noises, such as motor running, background music (and the type of music),
and any other noises which might give even a remote clue as to the
place from which the call is being made.
- Listen closely to the voice (male-female), voice quality, accents
and speech impediments.
Notification Procedures:
- During School Hours, 7:00 a.m. - 4:30 p.m.
- Report information to the Office of Administrative Services:
- On campus telephone, dial direct ext. 123.
- Off campus telephone, dial 845-9123.
- The Office of the Director of Administrative Services will contact
the Honolulu Police Department. That person will contact the Head
Custodian and Campus Security to initiate the evacuation procedures.
A room-by-room search will be coordinated by the Director of Administrative
Services and the Honolulu Police Department.
- During Evening Classes, after 4:30 p.m. & weekend classes
- If a bomb threat is received during the evening when classes are in session,
the same procedure mentioned above should be followed except that the threat should
be reported to the apprenticeship office located in Bldg. 2, Ground Floor, Ext. 245.
- After Hours
- If a bomb threat is received during late evening hours, or when
school is not in session, these procedures should be following:
- Call the Honolulu Police Department directly.
- Use a public pay phone, no charge, dial 911.
- Or use an on-campus telephone, dial 9 then 911.

| Fire |
- In the event of a fire, sound an alarm, then follow these procedures:
- Notify the Fire Department.
- Use a public pay phone, no charge, dial 911.
- Or use an on-campus telephone, dial 9 then 911.
- Notification procedures:
- Instructors should designate students to help with any handicapped
students and instructors should escort their classes to the designated
evacuation area.
- During School Hours: The instructor should then immediately notify
the Office of the Director of Administrative Services and provide
information on the nature and location of the fire. The Office of the
Director of Administrative Services will notify Campus Security of the
location of the fire. Security will direct the fire companies to the
exact location.
- During Evening Hours: In the event of a fire during evening
classes after 4:30 p.m., the same procedures mentioned above should be
followed except that instructors should immediately notify the
Apprenticeship Office in Bldg. 2, Ground Floor, ext. 245.
- After Hours:
- Call the Fire Department directly.
- Use a public pay phone, no charge, dial 911.
- Or use an on-campus phone, dial 9 then 911.

| Civil Defense -- Natural Disasters |
In the event of an emergency due to a natural disasters, these procedures
should be followed:
- All warnings of significant anticipated emergencies shall be
disseminated by the University President to the Chancellor/Provost by
telephone or messenger service. The alert message must include extent
of dissemination of warning and/or action to be taken.
- President to the Chancellor, Dr. Joyce Tsunoda, 948-7313 (office).
- Provost, Dr. Peter Kessinger, ext. 266 on campus.
- Classes may be suspended only by the University President or his
or her authorized representative, except where immediate action may be
necessary, in which case, each Chancellor/Provost is authorized to suspend classes.
- The signal to evacuate the college facilities will be ordered by
Provost Peter Kessinger via telephone and/or messenger service. The
Director of Business Affairs will coordinate evacuation activities.

- The warning will be the Civil Defense ATTACK WARNING signal which
may or may not be preceded by other warnings.
- On hearing the Civil Defense ATTACK WARNING signal, go to the
interior ground floor or interior hallways of your building.
- In the event of an attack without warning, fall flatly and shield
eyes from any flash.
- For other disasters, proceed as directed by the Chancellor, Dr.
Joyce Tsunoda/Administrator, Bob Hirata.

| Special Evacuation Procedures for Buildings |
- Each instructor should advise his or her class during the first week at school
of the evacuation procedures. At this time also, students in the class will be
designated to assist fellow students who are handicapped.
- Students should be made aware of the fire exit stairways on each
floor and advised about the exit they should take for faster and safer evacuation.
- When a fire alarm is sounded, instructors should direct their
classes out of the building using the stairways.
- At the time of an emergency, attending faculty/staff and designated
students will assist handicapped students by guiding, and if necessary,
carrying mobility disabled students down the stairwell.
- Elevators should not be used to evacuate buildings.

| Threats, Harassment, and Assuault
of Faculty, Students, or Staff |
The Hawaii Penal code makes it a criminal offense for anyone to threaten, harass,
and/or physically assault another person.
DISRUPTIVE BEHAVIOR -- STUDENTS:
- VERBAL THREATS/HARASSMENT
- In the event of verbal threats and/or harassment, the following
procedures are to be implemented:
- Be calm and passive. Do not antagonize the individual.
- If possible, secure the name of the individual. Submit a written
report of the incident to the Director of Administrative Services. He
can be reached at ext. 123 or phone no. 845-9123. Forms are available
at his office.
- Further investigation of the incident will be the responsibility
of the Dean of Students. She can be reached at ext. 235 or phone no.
845-9235.
- The Director of Administrative Services will advise the victim of
his/her right to seek restraining orders against individual for harassment.
- PHYSICAL VIOLENCE
- In connection with the incidence or potential occurrence of physical violence,
the following procedures are to be implemented:
- Always remember to be courteous.
- If a student tends to get aggressive, ask the student to leave.
If the student does not leave, remove yourself from the situation,
complete an incident form, and submit it to Director of Administrative
Services. Further investigation of the incident will be the
responsibility of Dean of Students.
- Dismiss class if the student gets uncontrollable.
- If physical violence occurs, call the Director of Administrative
Services at phone 845-9123. The Director of Administrative Services
will call Head of Campus Security and the Honolulu Police Department
as required. Campus Security can be reached at ext. 273 or phone
845-9142. The Director of Administrative Services will insure that all
facts are collected via an incident report form. Further disciplinary
action will be the responsibility of The Dean of Students.
- The Director of Administrative Services will advise the victim of
his/her right to seek restraining orders against individual for harassment.
- DISRUPTIVE BEHAVIOR -- NON-STUDENTS:
- In the event that a non-student becomes disruptive, the instructor
or staff person should report the incident to the Office of Administrative
Services and/or report the incident directly to the Head of Campus
Security. The Director of Administrative Services will direct the
campus security personnel to implement specific procedural actions to
document the disruptive behavior. After the procedural actions have
been completed and the non-student continues to remain on campus, the
Director of Administrative Services will call the Honolulu Police
Department to have the person arrested for Trespass, under Section
708-814(6) of the H.R.S.
- PETITION FOR TEMPORARY RESTRAINING ORDER AND FOR INJUNCTION AGAINST
HARASSMENT
- Any person seeking relief from harassment may file a petition in
the Civil Section of the District Court of the First Circuit for
Temporary Restraining Order against harassment.
- Legal forms, which are recommended by the Court for use in seeking
a Restraining Order against individuals for harassment, are made
available by the District Court of the First Circuit, Civil Division;
Kauikeaouli Hale, 111 Alakea Street; Honolulu, Hawaii 96813. The
clerk of the court can provide instructions as to preparation of forms;
there is a filing fee of $10.00.
- REQUEST FOR CRIMINAL PROSECUTION per Chapter 707, Section 710, 712,
715, 716, 717 and Chapter 711, Section 1106, HRS Revised Statutes
- Should the victim (faculty, staff member, or student) insist on
criminal prosecution, the investigating Campus Security Officer shall
request that an Officer from the Honolulu Police Department handle the
investigation.
- The Campus Security Officer initially investigating the incident will
submit an incident report, which will be placed in Campus Security files.

| Elevator Emergency |
In the event of an emergency, call the following persons during school hours 7:30
a.m. - 4:30 p.m.:
- Notify Operations & Maintenance at ext. 142. Operations &
Maintenance will notify the General Maintenance & Services Supervisor
or the Janitor Supervisor and/or Campus Security.
Elevator Emergency after 4:30 p.m.:
- Notify the Apprenticeship Office located in Bldg. 2, Ground Floor,
ext. 245. Advise the Assistant Dean on duty of the situation. The
night custodian is currently Allen Aihara.
If college personnel cannot resolve the problem, they will call the
appropriate company providing maintenance services:
