All candidates for the Driver Education Instructor courses and all applicants who subsequently apply to the Department of Transportation to become a Driver Education Instructor should read the following MINIMUM Requirements for Driver Education Instructors as stipulated under Hawaii Administrative Rules 19-139:
To be certified by the Department of Transportation as a Driver Education Instructor, a person must meet the following minimum requirements:
- Possess a valid Hawaii driver's license with the classification and endorsements required for operation of the class and type of motor vehicle used in driver education.
- Complete a training course certified by the department. Instructors who have been certified by the Department of Education within five years prior to the effective date of the original version of the Hawaii Administrative Rules, will be considered to have successfully completed a department certified course.
- Has not had more than one moving traffic violation within one year prior to obtaining certification; not more than two moving traffic violations within three years prior to obtaining certification; and not more than three moving traffic violations within five years prior to obtaining certification.
- Has no driving under the influence of alcohol or drugs conviction within five years prior to obtaining certification.
- Has no driver's license suspension, revocation, cancellation or disqualification within three years prior to obtaining certification.
- Is at least 21 years of age.
- Possesses the equivalent of a high school diploma.
- Has had a valid driver's license recognized by the State of Hawaii for at least five years.
- Possesses no criminal record that would make them unsuitable to work with children.
- Has effective communications skills.
- Is capable of assessing and observing appropriate student behavior and engaging students in meaningful driver education activities.
- Models positive driving behaviors.
Driver Education Instructor Course
Driver Education Instructor course for the State of Hawai'i is now available here at Honolulu Community College. The training course will cover the following:
Section I: Classroom Methods & the Administration of Traffic Safety Programs: Classroom methods, content, and principles in teaching driver education through the analysis of the driving task will be covered. This class includes the organizational and administrative aspects of driver and traffic safety programs and methods of teaching. This segment of the class will be 80 hours in length.
Section II: Laboratory Methods of Teaching Traffic Safety Education: This segment of the class is designed to prepare traffic safety educators for the Behind-the-Wheel (BTW) phase of traffic safety education. An examination of the aims, objectives, methods, materials and techniques of teaching traffic simulation, multiple-vehicle concepts and in-car instruction will be explored. Directed in car experiences with new and experienced drivers will be given to develop teaching competencies. This segment of the class will be 24 hours in length. Dates and times for this segment of the class are to be scheduled in class with your BTW instructor.
